To solve land-dispute can ensure peace

গত সোমবার মন্ত্রিসভার বৈঠকে ‘পার্বত্য চট্টগ্রাম ভূমিবিরোধ নিষ্পত্তি কমিশন (সংশোধন) আইন, ২০১৬’-এর যে নীতিগত অনুমোদন দেওয়া হয়েছে, তা বিলম্বে হলেও সেখানকার ভূমিবিরোধ নিষ্পত্তির ক্ষেত্রে ইতিবাচক ফল দেবে বলে আশা করি।
It is optimistic that Chittagong Hill-Tracks Land Dispute Commission (Amended) Law-2016 has been approved ethically by a meeting of ministry on last Monday will bring positive result.

মূল আইনে ভূমি কমিশনে চেয়ারম্যানের সিদ্ধান্তই ছিল চূড়ান্ত।
In original law of Land Commission, Chairman’s decision was ultimate.

সংশোধনীতে সেটি পরিবর্তন করে চেয়ারম্যানসহ সংখ্যাগরিষ্ঠের মতামতের ভিত্তিতে সিদ্ধান্ত নেওয়ার বিধান রাখা হয়েছে।
But in amended law, it has been changed into the decision of the majority with the Chairman.

পাঁচ সদস্যের এই কমিশনে কোরাম হওয়ার ক্ষেত্রে চেয়ারম্যানসহ দুজন সদস্যের স্থলে তিনজন উপস্থিত থাকার কথাও বলা হয়েছে সংশোধনীতে।
For session of this commission, 3 members must present in lieu of two with the chairman has also amended.

এ ছাড়া পার্বত্য চট্টগ্রাম জনসংহতি সমিতির পক্ষ থেকে যেসব সুপারিশ করা হয়েছিল, তারও অধিকাংশ গ্রহণ করা হয়েছে।
Besides, all the suggestions given by the Hill-Tracks Solidarity Committee are accepted mostly.

সে ক্ষেত্রে ভূমি কমিশন সক্রিয় করার ক্ষেত্রে আর বাধা আছে বলে মনে হয় না।
In this part, to activate Land Commission, it is thought that there is no bar.

একাধিক পাহাড়ি নেতা সংশোধনীকে স্বাগত জানিয়ে দ্রুত ভূমিবিরোধ নিষ্পত্তির তাগিদ দিয়েছেন।
Several leaders of Hill-Tracks welcome this amendment and emphasize to solve land dispute shortly.

মন্ত্রিপরিষদ সচিবও সংসদ অধিবেশনের অনুপস্থিতিতে অধ্যাদেশের মাধ্যমে অবিলম্বে এটি আইনে পরিণত করার কথা বলেছেন।
The Cabinet Secretary has said, it will turn into law through ordinance in absence of parliamentary session.

১৯৯৭ সালের ২ ডিসেম্বর তৎকালীন আওয়ামী লীগ সরকারের সঙ্গে পার্বত্য চট্টগ্রাম জনসংহতি সমিতির চুক্তির ফলে পাহাড়ে কয়েক দশকের সংঘাতের অবসান ঘটে।
2 December, 1997, then Awamileague Government made a treaty with Hill-Tracks Solidarity Committee that ends conflict in hilly area.

গত ১৮ বছরে পার্বত্য চুক্তির অনেক ধারা বাস্তবায়িত হয়েছে।
Within in last 18 years, most of the terms of that treaty have been implemented.

কিন্তু পাহাড়িদের মূল যে দাবি ভূমির ওপর তাদের অধিকার প্রতিষ্ঠা, তার সুরাহা করা যায়নি নানা জটিলতার কারণে।
On the other hand, the major demand of hilly people to establish their rights on land has not been solved for different problems.

আশা করা যায়, ভূমি কমিশন আইনের সংশোধনীর পর বিচারপতি মোহাম্মদ আনোয়ার উল হকের নেতৃত্বাধীন কমিশন দ্রুত কাজ শুরু করবে।
It is hopeful that after the amendment of Land Dispute Law, commission will work shortly under the judiciary commission of Anowarul Haque.

বর্তমানে ভূমিবিরোধ নিয়ে চার হাজারের বেশি মামলা আছে।
Now there are four thousands case filed with land dispute.

সেগুলো নিষ্পত্তি করাই হবে তাদের প্রধান কর্তব্য।
To solve those will be the key responsibility of them.

পাহাড়িদের দাবি, চুক্তি সই হওয়ার পরও তাদের অনেক জমি বেদখল হয়ে গেছে।
Hilly people demand that after being the treaty, their land is still ousted.

আইনি সুরক্ষা না পেলে আরও জমি হাতছাড়া হওয়ার শঙ্কা রয়েছে।
A fear that more land can be ousted, if there is no law’s protection.

এ কথা সত্য যে পাহাড়ে এখন মোটামুটি শান্তি বজায় আছে।
It is true that there is peace in hilly areas.

কিন্তু ভূমিবিরোধের নিষ্পত্তি ছাড়া সেখানে স্থায়ী শান্তি ও টেকসই উন্নয়ন অধরাই থেকে যাবে।
But without solving land dispute, sustainable peace and development will remain behind the scene.
